Preheat the oven to 350°F (175°C). In a large bowl, whisk together the melted butter and sugar. Add the eggs and vanilla, and mix until smooth. In another bowl, combine gluten-free flour, cocoa powder, baking powder, and salt. Gradually add the dry ingredients to the wet ingredients and mix until well combined. Stir in the chocolate chips. Pour the batter into a greased 8x8-inch baking pan and bake for 20-25 minutes, until a toothpick comes out clean.
